Conservatives put environmental, fisheries changes into budget omnibus bill

As feared by the Opposition, the Harper Conservatives have put the changes fast tracking resource projects and down grading the environment into the Budget Implementation Act, meaning that there were will be no constructive debate on the elements of changes to environmental assessment and fisheries.
