Pembina urges Harper to follow US “objective perspective” of Keystone in looking at Northern Gateway

The Pembina Institute, the Alberta based environmental and energy think tank has reacted to the decision by the United States Department of State to delay approval of the Keystone XL bitumen pipeline by urging Prime Minister Stephen Harper to under take a similar “objective perspective” on the proposed Enbridge Northern Gateway pipeline from the Alberta bitumen sands to Kitimat.

In a news release, Pembina spokesman Dan Woynillowicz said that US President Barack Obama “has made it clear that he has heard the concerns of Americans about environmental protection, climate change, and the need for the United States to create a clean energy future.”

The State Department release on the decision did include “climate change,” which Pembina interprets as, “The fact that climate change will be explicitly considered in the final decision is notable given the higher greenhouse gas pollution associated with oilsands compared to other sources of oil.”

Woynillowicz said the US decision shows that the regulatory process should be ” based on the best available information and analysis, and will take into account the views and concerns of American citizens.”

He then goes on to say:

“This decision stands in stark contrast with the Canadian government’s approach to the proposed Enbridge Gateway pipeline that would transport oil sands product to the West Coast. Rather than maintaining an objective perspective on this pipeline, Prime Minister Harper and his cabinet have been actively promoting its approval before public hearings on the environmental impacts of the project have even begun.

“The Canadian government should take a lesson from the U.S. and ensure a broader and more rigorous review of Gateway is completed, including the upstream environmental and greenhouse gas impacts of expanding oilsands development to fill the pipeline.”

The Northern Gateway pipeline could be the most glittering jewel of all in Premier Christy Clark’s highly-hyped jobs plan for British Columbia.

The proposed, $5.5-billion project to carry Alberta crude from the oil sands through northern B.C. to the West Coast port of Kitimat would create 4,000 well-paying construction jobs and hundreds of permanent positions.

Yet, awash in mutual admiration as women leaders of Canada’s two westernmost provinces, Ms. Clark nonetheless found herself differing with Alberta’s freshly-minted premier, Alison Redford, on the ambitious Gateway megaproject during Ms. Clark’s brief visit to Calgary last week.

Pipeline to prosperity or channel to catastrophe?

The Globe and Mail publishes an essay by Alberta author Chris Turner, author of The Leap: How to Survive and Thrive in the Sustainable Economy.

The essay appears, on the surface, to be an even handed look at the Northern Gateway Pipeline, balancing the environmental concerns with the economy.

 In the end, however, Turner sides with where he lives, the province of Alberta, and his compromise could be the destruction of an area that is a thousand or so kilometres from his home.

There’s a more recent Canadian tradition, though – the one that celebrates moderation, fair play, stewardship and compromise. It gave rise to the national parks, land-claims tribunals, Nunavut, Greenpeace and the Montreal Protocol. It argues that Canada can do more with its natural abundance than extract, export and exhaust it at maximum speed. When Enbridge touts its pipeline-safety measures and marine stewardship – the double-hulled boats, the master mariners tugging the tankers carefully past Great Bear’s salmon streams – it is sincerely attempting to participate in that vision.

Yet sincerity is not the same as authenticity. Avoiding an oil spill is not a substitute for reducing greenhouse gases. The conversation has skipped ahead a generation while Canada slept. Catching up could begin with the simple agreement that the wild land of the spirit bear is no place for pipelines – but also that there will probably be a place for pipelines, at least for the near term. But that would be just the start of an honest discussion of Canada’s uncharted energy future.

For the long term health of the planet, reducing greenhouse gases is vital for the preservation of our current civilization.

For Turner, in the end, the old argument prevails, what is good for Albertans is good for the rest of the country, Alberta=Canada.

There is little doubt that the current management of Enbridge and Northern Gateway is sincere in their efforts, or as sincere as an energy company can be.  Unfortunately there is no guarantee that subsequent management will care as much after the approvals are signed and sealed and the pipeline is built.

Apart from those who may actually work for Enbridge if there is an oil spill in the future, Albertans will be able to drive into the wilderness and enjoy the Rockies while, if there is a spill, the salmon, halibut, seals, whales, eagles, gulls, grizzlies, black and kermode bears, not to mention the residents of the northwest First Nations who have been here for thousands of years and the relatively recent non-aboriginal residents will be left to clean up the mess and pay for that cleanup, while Alberta continues to prosper.

Mayors and reeves from the greater Metro Edmonton area are throwing some political weight behind the idea of a pipeline to the west coast.
 
But, there’s a catch to the proposal of the Northern Gateway.

“Don’t ship all of our bitumen out,” said Coun. Ed Gibbons during a break in Thursday’s meeting Capital Region Board meeting. “Let’s have value added, so we want to look at more upgraders into the future.

Just in time for Canada Day, Alberta Finance and Enterprise Minister Lloyd Snelgrove chose to exhibit why Canadian democracy is devolving into something akin to corporate rule (“Ottawa urged to get behind Enbridge pipeline,” Edmonton Journal, June 23). The oil sands have reserves of 171.3 billion barrels, according to estimates by the provincial government of Alberta.

Alberta will continue to feed America’s energy needs but must work to clean up resource extraction operations, David Jacobson, the U.S. Ambassador to Canada, said Tuesday…..

However, additional improvements in the environmental performance of oilsands extraction operations are “necessary,” he said.

“We’re aware of the progress that has been made to address some of the environmental impacts in the Alberta oilsands. . . . But as I’ve said on many occasions in the past, additional improvements are necessary.”

The Canadian Association of Petroleum Producers took a more positive spin on Jacobson’s speech in this tweet.

As billionaires invest in the railways and oil tanker traffic skyrockets along the BC coast, it looks as though the Enbridge Northern Gateway pipeline may have been a ruse all along  – a classic “bait and switch” – with a number of PR payoff ….

 By autumn 2008, CN Rail approached the Alberta government with its plan to move tar sands oil.  Alberta’s Energy Minister at the time, Mel Knight, told Dow Jones Newswire that CN and his government have had “very good meetings,” with CN believing that it could eventually transport 400,000 barrels per day from eastern Alberta to the West Coast of Canada. 

Just six months later, CN was estimating that it could transport 2.6 million barrels per day to the West Coast if 20,000 railcars were added to its fleet.
On April 15, 2009, the Financial Post’s Diane Francis reported that CN “will deliver the oil sands production through the use of insulated and heatable railcars or by reducing its viscosity by mixing it with condensates or diluents. The ‘scalability’ of the concept – up to millions of barrels per day – means that the railway can ramp up production cheaply and quickly to provide immediate cash flow to producers which otherwise will have to wait years for completion of upgraders and/or pipelines.

The Rainbow spill is just the latest in a series of oil leaks in North America’s vast pipeline network over the past year, and comes as Canadian energy giants are pressing to win approval for some of their most ambitious projects to date. Those include TransCanada Corp.’s Keystone XL pipeline to ship oil sands crude to the Gulf of Mexico, and Enbridge Inc.’s Northern Gateway pipeline to take Alberta crude to the British Columbia coast for shipment to then to Asia, a plan that faces fierce opposition from first nations.
